During his career, Harkins has worked as architect, designer, builder and/or master planner on recreational facilities, federal and state facilities, shopping centers, condominiums, town houses, apartments, hotels, restaurants, office buildings, financial facilities, health care complexes, educational facilities, industrial and research facilities.

Harkins received his bachelor's degree in architecture from Montana State University in Bozeman. In his free time, Harkins is an avid skier, mountaineer, rock climber, culture enthusiast and patron of the arts.
