The document, submitted to the US District Court for the Eastern District of Pennsylvania, states: "No one has promised or guaranteed to the defendant what sentence the court will impose." The defendant "voluntarily and expressly waives all rights to appeal or collaterally attack the defendant's conviction, sentence, or any other matter relating to this prosecution."
Ross is a one-time law partner of Mayor John Street and was a member of his election and re-election committees. On Dec. 6, following the US attorney's charges, Mayor Street issued a statement confirming their 20-year friendship, which he said "is not jeopardized by today's news of the charges." In a statement following Ross' guilty plea, the mayor said in a statement, "He violated the personal trust I placed in him." The statement also said a letter had been sent to "7,300 vendors, which reiterated city policy against offering anything of value to any city employee or official," and that every city employee would get "similar information" in their paychecks this month.
