Dunlop is the former president of the mid-Atlantic division of Parsippany, NJ-based Skanska USA Building Inc. and a previous EVP of Barclay White Inc., a construction management firm acquired by Skanska in 2000. At Tower he will oversee all development and construction activities. Among those currently under way are the mixed-use redevelopment of Northern Liberties and construction of the North Broad Street residential/retail complex here. Tower is headed by Bart Blatstein, president and CEO.
Scarborough is the managing member of Gibbsboro, NJ-based Scarborough Properties LLC, a position he has held since 1980. His firm has developed condominiums, shopping centers, office complexes, marinas and single-family residential properties throughout metropolitan Philadelphia and Southern New Jersey. His appointment to RAIT's board expands the board from seven to eight. RAIT is a specialty finance REIT that also acquires real estate for its own account. Betsy Z. Cohen is chairman and CEO.
