SPPRE's new office is at 1800 Pembrook Dr., Suite 300. Fray has 21 years background as an underwriter and municipal securities dealer. His job will be "to ensure finance and development plans [by clients] will be accepted by quality developers and the capital markets," according to the company's prepared statement.
Fray's experience includes structuring and placing financing for a mix of public/private development projects, including conference centers, multifamily properties, libraries, parking facilities, city halls and other infrastructure improvements. He has been a financial advisor or underwriter for bond issues totaling over $1 billion.
