"A new round of face-to-face talks is set to resume tomorrow," Silverstein said. "We are confident that we can reach an agreement if both sides are willing to engage in good faith and remain at the table for the duration. "

Talks regarding the rebuilding of the World Trade Center site broke down on March 14 at the deadline imposed by New York State Gov. George Pataki. He had given the pair 90 days to resolve their differences.

Last week, Silverstein submitted a new proposal saying, "the sooner we get this done the better." Though the proposals have not been revealed, Michael Bloomberg had previously called on Silverstein to relinquish responsibility for the development of Towers 3 and 4 in exchange for a rent reduction. He also asked the Port Authority to occupy one of the towers.

"It's time to roll up our sleeves and get to work," Silverstein added. "I believe that failure is not an option, and I hope everyone at the Port Authority agrees."
