The building is on a 60-acre parcel in the Lee County Business Park, which is south of Interstate 88 at State Route 26. Approximately 115 workers are currently employed at the site.

The firm is part of UPM, based in Finland, and the new factory is part of a nearly $270 million global expansion program, according to a company press release. The firm chose the Dixon location due to the low prices for land and utilities, central Midwest location and skilled labor force, according to the association's release. The Illinois Department of Commerce and Economic Opportunity provided a $4.5 million grant for the project.
