St. Elizabeths was originally two campuses straddling Martin Luther King Jr. Avenue, serving as a mental health hospital and community for several years. The East Campus was transferred to the District 1987, when mental healthcare was federally deregulated; the 183-acre West Campus remained under federal control. General Services Administration wants the West Campus serve as the new headquarters of the Department of Homeland Security. Federal redevelopment plans call for the adaptive reuse of the existing historic buildings and grounds and the construction of new buildings and parking on this part of the parcel.
Besides the five neighborhoods the District is proposing for the East Campus--neighborhoods that will connect with existing communities--the District's plan could also include office and parking build-out on the northern portion for the Department of Homeland Security. When complete, Fenty says in a prepared statement, the East Campus "will eventually become a major anchor for reinvestment and regeneration in Ward 8."
