The development site is located off the northwest corner ofStephanie Street and Wigwam Parkway, just north of Interstate 215.The development plan calls for 1,588 residential units and 850,000square feet of commercial, office, hotel and civic space in dozensof buildings including five 13-story to 30-story towers, accordingto city documents.

Abutting one side of the site is a 40-acre property abutting acity-owned, 100-acre former gravel pit that will eventually becomea park with a 20-acre lake and direct access to Park Heights.Abutting another side is Union Pacific railroad right of way thatthe city anticipates will accommodate a future transit link. Theother two corners are home to a new medical office building anddevelopment site now for sale after planned $200-millionresidential-over-retail project never panned out.

The City Council's approval included two zone changes recommended by thePlanning Commission in November. One allows the developmentto exceed the maximum height levels in the area and the otherallows it come in below the minimum parking requirement. Tocompensate for exceeding the height limit, GSG would provide nearlytwice the required amount of open space--14.7 acres instead of 7.8acres. To compensate for a decreased parking requirement--5,500spaces instead of 6,249--GSG proposes to have 90% of the parking besubterranean and to share parking between uses.

The land owner, Stephanie LH LLC, is 84% controlled by D & MRealty Holding LLC of Incline Village, NV, according to the NevadaSecretary of State's office. D&M Realty keeps the same P.O. Boxas Dean and Madylon Meiling, according to campaign contributioninformation also filed with the state. Dean S. Meiling'sprofessional history is with Newport Beach, CA-based PacificInvestment Management Co., better known as PIMCO, according to SECdocuments. The other two largest interests in Stephanie LH LLC arethe Small LLC (7.63%) and the Kenneth M. Smith Trust (4.22%), whichtogether own 100% of Glen, Smith, Glen Development. Ken Smith isthe founder of GSG Development. The Small LLC is controlled by Alanand Samantha Glen.
