The site is home to two T-Third Muni stops and is within walking distance of a Clatrain station. The housing portion of the development would have 325 units set aside for lower wage earners. The retail space would total 100,000 square feet, including a grocery store. The historic Schlage Lock Co. office building, currently boarded up, would become community space and office space. Three public parks are also included in the designs.

UPC was given the land by Ingersoll-Rand Corp. back in June as part of the out-of-court settlement of a lawsuit it filed 10 years ago. The lawsuit alleged that the Schlage Lock Co. operations on the site had polluted the groundwater at an adjacent parcel owned by UPC. UPC reportedly spent upward of $10 million having the property remediated. As part of the settlement with Ingersoll Rand, UPC says it agreed to pay a portion of the $25-million remediation plan for the Schlage site, which is expected to take 30 months to fully implement.

Around the time the lawsuit was filed, neighbors of the site successfully challenged plans for a Home Depot on the property, arguing that housing and open space would be more appropriate.

The law firm says the complex settlement included indemnifying parties from claims of future environmental liability, obtaining fixed cost contracts for remediation and securing environmental liability insurance. Universal Paragon Corp. could not immediately be reached Monday afternoon for comment.
