Carter assembled several blocks of land in Atlanta's toniest ZIP code by paying record land prices several years ago. He gobbled up restaurant and club buildings that comprised one of Atlanta's most famous entertainment districts to be replaced by his vision of a "Rodeo Drive" of the South.
