Carter assembled several blocks of land in Atlanta's toniest ZIPcode by paying record land prices several years ago. He gobbled uprestaurant and club buildings that comprised one of Atlanta's mostfamous entertainment districts to be replaced by his vision of a"Rodeo Drive" of the South.
