CHICAGO-A retail development in Little Village is awaiting theCity Council's approval for zoning changes. The development planhas been stalled for over a year now. The developers plan toconvert an empty industrial building located at 3200 S. Kedzie intoAzteca Mall. The mall will house about 400 merchants.
