BOSTON-Construction on the first phase of the Seaport Square development, a $3 billion neighborhood planned on the South Boston waterfront is set to begin during the spring.

The project received unanimous approval from the Boston Redevelopment Authority to start construction. Developers Morgan Stanley, WS Development and Boston Global Investors plan to create 20 new city blocks, which will feature 22 towers including condominiums, shops, offices and hotels.
