BOSTON-Construction on the first phase of the Seaport Squaredevelopment, a $3 billion neighborhood planned on the South Bostonwaterfront is set to begin during the spring.

The project received unanimous approval from the BostonRedevelopment Authority to start construction. Developers MorganStanley, WS Development and Boston Global Investors plan to create20 new city blocks, which will feature 22 towers includingcondominiums, shops, offices and hotels.
