NEW YORK CITY-Brookfield Properties' $200 million plus renovation proposal for its four-tower World Financial Center tower in Lower Manhattan is in trouble as it faces opposition from the City Planning Commission chairwoman Amanda Burden, who objects the removal of Winter Garden's extensive marble staircase.
