NEW YORK CITY-Brookfield Properties' $200 million plusrenovation proposal for its four-tower World Financial Center towerin Lower Manhattan is in trouble as it faces opposition from theCity Planning Commission chairwoman Amanda Burden, who objects theremoval of Winter Garden's extensive marble staircase.
