INDIANAPOLIS-Mayor Greg Ballard of Indianapolis has guaranteed an $86-million loan for a mixed-use project close to the south edge of downtown Indianapolis, where Eli Lily's headquarters is located.

The $155-million proposal named North of South will sit on a 14-acre land and will measure 600,000 square feet, which would feature 320 luxury apartments, hotel, retail and office spaces.
