SAN DIEGO-Lowe Enterprises Real Estate Group has completed thefirst phase of the San Diego County Operations Center and Annexredevelopment, a $188.5 million project in Kearny Mesa. The CountyOperations Center, which sits on a 38-acre land on Overland Avenue,is under development in three phases.
