NOBLESVILLE, IN-Developers who are planning to construct a retail shopping mall on the northwest corner of 146th and Promise Road will declare their case to the Plan Commission tonight at City Hall. Reynolds Farms is looking to rezone the 35-acre property from office to a supermarket-anchored mall.
