SAN DIEGO-The San Diego City Council has passed a law thatrequires retail developers to conduct impact studies beforebuilding superstores. The new measure applies to stores spanningover 90,000 square feet and generating over 10% of revenues fromsale of groceries and is not applicable to warehouse club storesthat sell groceries in bulk.
