SAN DIEGO-The San Diego City Council has passed a law that requires retail developers to conduct impact studies before building superstores. The new measure applies to stores spanning over 90,000 square feet and generating over 10% of revenues from sale of groceries and is not applicable to warehouse club stores that sell groceries in bulk.
