VICTORVILLE, CA-Amcal Multi-Housing of Agoura Hills, CA plans to renovate and rehabilitate a 67-unit market-rate apartment complex called Hillcrest Court and convert the project to affordable workforce housing. Amcal CEO Percival Vaz says that although the company's focus has been primarily on new construction, the Hillcrest Court project will be an example of "transforming a dilapidated apartment building into an updated work force housing development for Victorville families."

Hillcrest Court, which is the second development in Victorville for Amcal, will be a 100% affordable develoment that will feature units of two and three bedrooms for families who earn 50% of Riverside County’s median income.

Renovating the complex will cost approximately $6.67 million. Amcal received $6.67 million in federal funding from the City of Victorville and County of San Bernardino’s Neighborhood Stabilization Program. Sun Country Builders is the general contractor for the project, which is scheduled for completion in 2011, after which Amcal will assume ownership.

The complex will be updated with new wiring, plumbing, HVAC mechanical systems and fire suppression systems. Units will be updated with new flooring, walls, cabinets, counters, fixtures and energy efficient appliances. Bathtubs and showers will also be replaced or refinished.

In addition, Amcal will complete a structural upgrade to the exterior, including earthquake retrofitting, stucco siding repair and painting, new windows and doors, and a renovated garage. The community swimming pool will also be refinished, while new landscaping will be installed, hardscape will be repaired, and new asphalt paving and parking areas will be created.

Hillcrest Court is situated near a Victor Valley Transit Authority bus line, major grocery stores and medical clinic. As in all Amcal developments, the Agoura Hills-based affordable housing specialist will provide its free LifeSteps social services for residents including at least 60 hours annually of adult educational classes and at least 60 hours annually of health and wellness or skill-building classes.

Amcal's first Victorville development was Casa Bella, a three-phase, 288-unit family apartment complex featuring a community clubhouse and swimming pool.
