JERSEY CITY, NJ-Developer George Filopoulos is waiting for the New Jersey Senate's vote that would help him restart the slowed redevelopment of the former Jersey City Medical Center into 14 acres of mixed-use complex. A proposed bill would allow developers working out on historic buildings to receive property-tax incentives.
