SAN DIEGO-Lowe Enterprises has started constructing the second part of County Operations Center and Annex, multi-million-dollar redevelopment situated on Overland Avenue in Kearny Mesa. The development comprises two four-story office buildings measuring 150,000 square feet each, a cafeteria and a conference center measuring 15,000 square feet.
