TAMPA, FL-Phillips Development & Realty has sold Phillips University Center, a Class A apartment community consisting of 372 units at the intersection of Harris Boulevard and I-85 in Charlotte, North Carolina. The buyer was Real Estate Capital Partners, the equity partner in the development.
