NEW YORK CITY-Rockrose Development Corp. is in talks to purchase an office tower located at 575 Lexington Avenue for $370 million or $500 per square foot, according to a person familiar with the matter. The California State Teachers' Retirement System and Larry Silverstein are the owners of the 35-story building, which has a debt of $257.1 million. They purchased the property in 2006 for $416 million.
