CHICAGO-Hines Interests LP is buying a site at the corner of Des Plaines and Madison streets in the West Loop to build another office tower. The Houston-based developer has agreed to purchase nearly half of the site, which spans 86,000 square feet, from a joint venture of Chicago-based Park One Inc. and Des Plaines-based MR Properties LLC.
