WASHINGTON, DC—For the past three years, Colliers International's national Government Solutions Group, headed by the locally-based Kurt Stout, has ranked the top owners of federal properties. This year it tweaked its criteria somewhat to include properties that are leased directly by agencies instead of through GSA. Outside of this modest change, the rankings are based, as in years past, on square footage and on leases that have commenced.
