GlobeSt.com: How has Tampa Bay's retail market changed since the economic recession?
Rutledge: We're a much more diverse market now than before the recession. Vacancies have gone down—7.1% at the end of the second quarter 2015. Rates are going up at a measured pace and moving in the right way.
Discount retailers are really doing well in the tertiary markets. There's not the negative association about shopping at a discount location like there used to be.
