BOSTON—The Mount Vernon Company, Inc. has issued a letter of intent to the Boston Redevelopment Authority to build a mixed-use project on Western Avenue and Waverly Street in the Allston-Brighton neighborhood of Boston.

Bruce A. Percelay, chairman of Boston-based Mount Vernon Co. in a Nov. 20th letter sent to BRA director Brian Golden, states that the development project will entail the construction of a six-story building at the corner of Western Avenue and Leo Birmingham Parkway, connected on either side to a five-story building along the frontage of each respective street.

He tells the BRA that the venture will feature 132 rental apartment units and three retail storefronts. The apartment mix will be 20 two-bedroom units; 16 one-bedroom-plus den units; 43 one-bedroom units and 53 studio units. Other amenities will include parking for 108 vehicles, storage for 132 bicycles as well as a rooftop multi-purpose room and a fitness center.

The project site totals 49,383 square feet of land that currently features four existing buildings that would be razed as part of the plan. Two are single-family homes, one is a single-story building that was previously used as an office for a used car dealership and another single-story building that was previously used as a retail service center for DeWalt tools. The specific site covers the addresses: 516-522 Western Ave., 530 Western Ave., and 8-10 Waverly St.

The project site is currently zoned as a Commercial Subdistrict, which has a height restriction of 35 feet. Percelay states in his letter that multifamily residential apartments are allowed under some conditions under the Boston zoning code. The project will require approvals for the proposed uses as well as zoning relief to allow for the proposed building height of approximately 68 feet. Percelay was unavailable for comment at press time.

He states in his letter to the BRA that he expects to file an Expanded Project Notification Form in the near future. That filing he says will include a transportation analysis and a detailed urban design of the project. He also says that form will include environmental and infrastructure components to the project. The correspondence did not divulge any projected cost for the project.

Mount Vernon Co. lists its development team as Prellwitz Chilinski Associates as architect; Paul Alan Rufo, Esq., of Smith Duggan Buell & Rufo, LLP as legal counsel; Howard Stein Hudson as traffic and civil consultant and McPhail Associates as the environmental consultant.

According to the company's website, Mount Vernon Co. owns six properties in Allston (The Gateway, The Matrix, The Metro, 61-77 Brighton Ave., 66 Chester St. and 81, 83 and 87 Brighton Ave.) and four in Brighton (11 Embassy Road, 110 Warren Street and 6 Camelot Court, 1848-1850 Commonwealth Ave., and 6, 10, 14 Orkney Road and 42 Strathmore Road).
