NEW YORK CITY—A joint venture of Radson Development and Kingspoint Heights Development has come out top in the competition to develop the former “Slaughterhouse” site property adjacent to the Hudson Yards.

The New York City Economic Development Corp. picked the Radson-Kingspoint Heights team, which has proposed to build a mixed-use project that will feature affordable rental units, commercial office, dormitory as well as retail space. Both Radson of Great Neck and Bronx-based Kingspoint have extensive experience building affordable housing. Officials with Radson Development could not be reached at press time. Published reports indicate the project must secure approvals. The development team hopes to begin construction on the project in the fall of 2019 and complete the project sometime during the winter of 2022.

The plan for the 24,687-square-foot site, which was once home to New York Butchers' Dressed Meat Co., calls for the development of approximately 230 affordable housing units, 200,000 square feet of commercial office space, a 12,000-square-foot grocery, more than 88,000 square feet of dormitory space and more than 28,000 square feet of amenity space that will include a health club, food court, and laundry facility. The site currently houses parking for the New York Police Department and the new plan calls for a new NYPD parking facility.

The selection of the Radson-Kingspoint team resulted from extensive community outreach and a request for proposals for a mixed-use development with affordable housing released by NYCEDC and the New York City Housing Preservation and Development in December 2015.

“This project is a huge win for the neighborhood,” says NYCEDC President James Patchett. “We're proud to be delivering on the priorities we've heard from the community, particularly in the form of more than 200 affordable housing units for this growing area of Manhattan.”

New York City Councilman Corey Johnson says that the West Side is in desperate need for affordable housing. “‎This project will provide hundreds of families with affordable, high quality housing in the heart of one of the most important neighborhoods in the United States. We must use every tool at our disposal to keep the West Side affordable to working and middle class New Yorkers, and projects like this are key to helping us meet that challenge,” he says.

Daniel Rad, principal at Radson Development, states in a NYCEDC press announcement, “Together, we are in a position to turn this parking lot into affordable housing, needed dormitory space, commercial and retail space, and cultural arts space that would otherwise not be possible in this part of Manhattan. We are honored to be part of this one of a kind development that continues the tradition of Hudson Yards to activate underutilized land for the benefit of the community.”

In the Hudson Yards neighborhood, a total of $16 billion in private capital has been committed and 20 million square feet of office space is currently planned or under construction, not to mention the Number 7 Subway Extension and Hudson Park and Boulevard projects.

Prior to the site's current use as an NYPD surface-parking lot, it was the site of a slaughterhouse constructed in 1905 and owned and operated by the New York Butchers' Dressed Meat Co. until its closure in the late 1950s. The property was the site of a warehouse and office building from the 1960s through the late 1970s. A move to secure landmark status to the slaughterhouse ended in 1988 and the building was later demolished.
