Carlo A. Scissura Named Secretary of NYC’s Charter Commission
Mayor Bill de Blasio appointed the New York Building Congress’s president and CEO to the commission reviewing the city’s charter.
NEW YORK CITY—Mayor Bill de Blasio appointed 13 remaining members to the City Charter Revision Commission. The newly formed commission will review the entire city charter. This will include examining the city’s campaign finance system, enhancing voter participation, and improving the electoral process. The commission will also examine the entire charter to identify additional areas that require revisions.
Carlo A. Scissura, president and CEO of the New York Building Congress, was named secretary of the commission. His experience includes serving as the president and CEO of the Brooklyn Chamber of Commerce and as chief of staff and general counsel to Brooklyn Borough president Marty Markowitz.
“As a vital pillar of New York City, the construction industry continually strives to offer common sense solutions to the challenges facing the five boroughs and aims to grow our economy and make our neighborhoods better places to live,” says Scissura. “I look forward to bringing our industry’s dedication and expertise to the table in the commission’s efforts to encourage civic engagement.”
Milo Riverso, NYBC chairman congratulated Scissura on his appointment, noting it is critical that the building industry’s voice is heard throughout the process. “Throughout his career, Carlo has used his vast knowledge of the New York landscape and his policy-making expertise to deliver sensible solutions for residents, workers and businesses throughout the city.”
Last month, the mayor had appointed Cesar Perales, a former New York secretary of state as chair, and Rachel Godsil, a Rutgers Law School professor as vice-chair. Matt Gewolb, assistant dean and general counsel of New York Law School, was named the commission’s executive director and counsel.
In addition to Scissura’s appointment, Mayor de Blasio announced the selection of the following people as members of the City Charter Revision Commission:

Deborah N. Archer, an associate professor of clinical law at NYU Law School
Kyle Bragg, 32BJ SEIU’s secretary-treasurer
Marco A. Carrión, commissioner of the mayor’s community affairs unit
Una Clarke, president of the consulting firm Una Clarke Associates
Angela Fernandez, executive director and supervising attorney of the Northern Manhattan Coalition for Immigrant Rights
Sharon Greenberger, president and CEO of the YMCA of Greater New York
Dale Ho, director of the ACLU’s Voting Rights Project
Mendy Mirocznik, president of the civic organization C.O.J.O of Staten Island
Annetta Seecharran, executive director of Chhaya Community Development Corporation
John Siegal, a partner at BakerHostetler
Wendy Weiser, director of the Democracy Program at the Brennan Center for Justice at NYU Law School.
The commission will hold its first organizational meeting next week and encourages the public to attend. Its first public, borough meeting is scheduled for the following week. Throughout this spring and summer, the commission will travel across the city to get input from New Yorkers.
