PHILADELPHIA, PA—Philadelphia City Councilpresident Darrell L. Clarke and members of Councilhave proposed a Low-Income Tenant Legal Defense Fund for low-incometenants facing eviction. The fund, proposed in the city's budgetfor FY 2020, follows a recent report commissioned by thePhiladelphia Bar Association estimatingsignificant cost savings by investing in a right to counsel forlow-income tenants facing eviction.
“Today Council President Clarke and othermembers of Philadelphia City Council took a step forward in helpingprotect our city's residents from facing evictions due to a lack ofaccess to legal counsel,” says Bar Associationchancellor Rochelle M. Fedullo. ”Thegroundbreaking Stout Report commissioned by thePhiladelphia Bar Association demonstrates thatfunding counsel for low-income tenants who face the loss of theirhomes through eviction is an excellent financial investment andwill save the city $12 for every $1 spent. Providing access tolegal counsel is among the most effective measures to prevent thecosts, both financial and human, resulting from evictions andhomelessness. We urge the City Council to allocate sufficientfunding to guarantee access to legal counsel for all eligiblelow-income tenants facing eviction.”
