OWINGS MILLS, MD—Construction has begun on Phase II of The Viewat Mill Run, a 157-unit market rate, garden-style apartmentcommunity located on the northwest edge of Owings Mills. Projectdeveloper Sidney Emmer delivered the initial phase of the project,which consisted of 375 luxury residences, some five years ago.These are now at 100% occupancy. Preleasing activities for Phase IIare scheduled to begin this spring with the first wave of residentmove-ins expected this summer.

Sidney Emmer, principal of Sidney Emmer, says the company isconfident it will replicate its leasing success with Phase I,especially as the local community has flourished in the interim.“In the past five years since we have delivered the first section,Owings Mills has experienced a shopping renaissance with theattraction of major grocery stores and big-box retail brands,” hesays in a prepared statement.
