Phase II Construction Begins on View at Mill Run

The initial phase of the multifamily community delivered around five years ago.

OWINGS MILLS, MD—Construction has begun on Phase II of The View at Mill Run, a 157-unit market rate, garden-style apartment community located on the northwest edge of Owings Mills. Project developer Sidney Emmer delivered the initial phase of the project, which consisted of 375 luxury residences, some five years ago. These are now at 100% occupancy. Preleasing activities for Phase II are scheduled to begin this spring with the first wave of resident move-ins expected this summer.

Sidney Emmer, principal of Sidney Emmer, says the company is confident it will replicate its leasing success with Phase I, especially as the local community has flourished in the interim. “In the past five years since we have delivered the first section, Owings Mills has experienced a shopping renaissance with the attraction of major grocery stores and big-box retail brands,” he says in a prepared statement.

Mill Station, a new outdoor shopping venue featuring Costco, HomeSense, Lowe’s Home Center, Marshalls and AMC Theatres is nearby. So is Foundry Row, which is anchored by Wegmans Food Markets, LA Fitness, DSW Shoe Warehouse and Old Navy. Owings Mills New Town is located less than two miles away.

The Dolben Co., which manages the first phase of The View at Mills Run, will also manage Phase II. Heffner Architect is the project architect and the general contracting company is Hamel Builders.

The buildings are being constructed to meet Silver certification from the United States Green Building Council.
