SACRAMENTO—California is among the growing number of states andcites that are taking legal steps to limit apartment rentincreases. On Friday afternoon, Gov. Gavin Newsom, Senate Presidentpro Tempore Toni Atkins, Assembly Speaker Anthony Rendon andAssemblymember David Chiu announced that they had come to anagreement on a series of amendments to Assembly Bill 1482 that would create strongrenter protections. "The bill will protect millions of renters fromrent-gouging and evictions and build on the Legislature's work thisyear to address our broader housing crisis," they said in aprepared statement.

Few other details were included in the announcement but localmedia did dig up additional information. The Mercury Newsreported that the deal caps annual rent increases at 5%, plusinflation, with a maximum of 10% per year.

The bill also exempts new apartments built within the past 15years from the rent cap on a rolling basis, includes a sunsetperiod of 10 years and will determine inflation costs on a regionalbasis, the Mercury News reported. The Los Angeles Timessaid that the bill has a provision to prevent some evictionswithout landlords first providing a reason.
