The County of San Diego has acquired a 51-acre land site in Otay Mesa for $27.7 million. The County will develop an emergency vehicle operation center for San Diego police and fire personnel to learn how to drive.

The Sheriff's Department, the City of San Diego and the San Diego Community College District will use the facility. It is located within two miles of the CA-905 and CA-125 freeways that connect Otay Mesa to the rest of San Diego county.
