More than half, or 53%, ofrespondents in the third edition of the National MultifamilyHousing Council COVID-19 Construction Survey report theyexperienced permitting and start delays, with 85% of those seeingpermitting-specific delays directly due toCOVID-19. 

Survey respondents also saw asignificant increase in paused starts, with 78% reporting delays,up 8 percentage points from the second survey covering April 9through April 14 and 19 percentage points higher than the initialsurvey, conducted between March 27 and April1. 

There were some bright spots inthe results. Of the 53% of respondents who reported delays, only37% said that the delays was the manifestation of a constructionmoratorium, down from 62% during the first surveyperiod.
