SEATTLE—InterPac Development of Seattle plans to build a five-story research and office complex at the intersection of Fairview Avenue North and Mercer Street in the South Lake Union neighborhood. Construction permits are expected this fall, with completion pegged for 2003.

Overlooking on-ramps to Interstate 5 from the southeast corner of the intersection, the building will have about 64,000 sf of space that can be built into commercial research labs or general offices, which the company says has drawn some interest from biotechnology firms. CNA Architecture of Bellevue is the designer.
