The Federal Department of Housing and Urban Development is shipping some big bucks–at least $35 million–in the form of a grant to replace 511 rundown dwellings. The cash, the max allowed under the seven-year-old Hope VI program, will cover the razing of the existing Springfield Gardens complex, to be followed by construction of 533 condos and rental units. Also part of the package are a community center and other amenities.

For Camden, one of the most downtrodden large cities in the nation, a number of questions remain, foremost among them oversight of the Fed grant. The city has already received substantial help in its redevelopment efforts, but city officials have steadily filed into the courts over corruption charges. At presstime, the state was strongly considering a governmental takeover of Camden.
