Three local residents had collected nearly 2,800 signatures toqualify the measure for a November vote. The proposition would haveeffectively forced city officials in San Clemente to extend Via LaPlata by about three miles-all the way to Ortega Highway-before anynew commercial or residential construction in the area couldcommence.

Supporters of the initiative say traffic in the area is growingworse every month, and that Via La Plata must be extended to avoidan all-out gridlock.
