Gazing up at the 24-story, 412-unit structure, Mayor TimothyIdoni recounts returning to the city last weekend from Long Island."I could see the orange steel reaching into the sky from the CrossIsland Parkway. And then I realized, my God, that's New Rochelle,"he says.
The building, part of a three-phase project that will total1,000 apartments, is one of the ongoing efforts to revitalize thedowntown district here.
