But that's about to change. The PA and the state of New Jerseywill combine to spend some $750 million over the next decade torevamp and rebuild bridges and overpasses, reconstruct roadways andbuild all-new infrastructure components.

Officials have described the initiative, dubbed Portway, as"crucial" to the region's economy. Project advisor Bob James hastermed the port itself as "ground zero for transfer activity on theEast Coast. If we don't do this project, the shipping activity willeventually go to other ports."
