Leesburg city council has to approve a recommendation from theplanning and zoning commission to amend a city ordinance coveringthe plant's use and construction. Monaco wants customers to live intheir RVs while they are at the service center. The city, however,wants to be certain Monaco won't turn the site into a mini RV parkif it Oks the project.

Monaco is willing to put up a security deposit guaranteeing itwill follow the city ordinance to the letter. The company paid$131,750 or $26,350 per acre (60 cents psf) for its five-acre loton State Road 44 and Flatwood Road. The estimated construction costof the plant is $1.65 million.
