Rising oil and gas prices are encouraging Houston's energycompanies to expand their work forces. A strong construction marketalso helped the city to achieve the 3.1% increase in jobs for the12-month period ending in July, according to the Texas WorkforceCommission. The Houston employment rate is 4.3%.
