MINNEAPOLIS-A $12.7 million downtown land swap and tax-abatementplan made its way through three Minneapolis CityCouncil committees Monday, and will go before the fullcouncil on Friday.

The plan is aimed at providing ablock to build a 450-car underground parking garage,the proposed Hiawatha light-rail line and a stationfor the light-rail line, with room for a futureoffice and retail complex.

The plan calls for HennepinCounty, which will also review the proposal this week,to sell the vacant Bureau of Engraving block boundedby Third and Fourth Streets and Fifth and Portland Avenues tothe Minneapolis Community Development Agency. Theagency would then swap it for a block across from theMetrodome that is owned by the Minneapolis StarTribune.

The block bounded by Fourth and Fifth streets andKirby and Park Avenue.
