The plan is aimed at providing ablock to build a 450-carunderground parking garage,the proposed Hiawatha light-rail lineand a stationfor the light-rail line, with room for a futureofficeand retail complex.

The plan calls for HennepinCounty, which will also review theproposal this week,to sell the vacant Bureau of Engraving blockboundedby Third and Fourth Streets and Fifth and Portland Avenuestothe Minneapolis Community Development Agency. Theagency wouldthen swap it for a block across from theMetrodome that is owned bythe Minneapolis StarTribune.

The block bounded by Fourth and Fifth streets andKirby and ParkAvenue.
