The revised zoning ordinance would force late-night businessesto shut their doors before midnight or pay between $600 and $1,800annually for extended-hour operating permits that would requireplanning commission approval. Operating permits can now be hadover-the-counter for $30.

The changes won't affect current businesses "grandfathered" inunder existing zoning rules as long as their nature, size andlocation remain the same, thereby restricting the expansion ofexisting businesses.
