The rezoning would make the land more valuable than it is now,which real estate experts say is about $60,000 an acre. Developersfrequently encounter opposition in Loudoun County, but thefoundation believes it fits in well with the county's plan tocontrol growth.

The site lies in the path of a planned rail line and bus transitsystem, says the foundation's attorney.
