But the US EPA doesn't like any of the plans and is recommendingthat the US Army Corps of Engineers deny a permit for the project.Joseph Seebode, who heads the Corps' Regulatory Branch, meanwhile,is urging EPA to use its considerable clout to halt the projectentirely and "stop wasting taxpayer dollars."

The exchange came at the close of a three-month public commentperiod.
