The road is heavily supported by the Northern VirginiaTechnology Council, which announced the plan last year. They saythe American Legion Bridge on the Interstate 495 Capital Beltway istoo clogged and a second river crossing to the northwest isneeded.

Environmentalists argue, however, that building new roads andbridges will only temporarily ease traffic problems before fillingto capacity again. In the end, they argue, it will sacrifice openspace and existing neighborhoods, encourage more vehicle emissionsand divert money from mass transit without creating a long-lastingsolution to traffic congestion.
